Phone numbers are limited (in North America we're fast running out in a phenomenon similar to IPV4 address exhaustion) and tightly regulated under the North American Numbering Plan Administration (NANPA) and issued by a few companies.
Compare this with email where you can buy a website and set up some servers and offer as many free email addresses as you cam afford. Unlike phone numbers there's no real limit on URLs and theres a bazillion TLDs now.
The closest you'll come is something like Skype.
