Go to your nearest Bigbox store and buy the cheapest bottom shelf PC or laptop. Your're there! I'm currently running on a Compaq dual Celeron. It doesn't game. It can run gcc and Eclipse in Ubuntu. It can triple boot Linux, Windows 7, and Kit Kat on native partitions. It can run gcc, torrent and show movies and TV, and run OpenOffice. The computer is crap, but it works for what I need it to do.
I once surfed MC on a Pentium 3 desktop and launched bot attacks at Kimmo with an old P3 Desktop connected by a home-made (no really, I soldered that shit myself) crossover cable to a second-hand laptop that was stealing my neighbor's WiFi and running FireStarter to forward the Internet connection.
EDIT: Or just dig a laptop/PC out of the trash and work on it. Collect parts and piece them together. It'll work out eventually. That's kind of where the P3 Desktop and second-hand laptop above came from.

Qualcomm a couple of times a year and I suspect many large companies dump working computers - most donated to schools and many go directly to Goodwill etc

Are you talking about price or specs? Because you can get free or ridiculously cheap computers if look hard enough that would easily do the stuff you're talking about. If you mean specs just look up the minimum requirements for the most intensive program you want to run and go from there. If you wanna keep it a true hobo build consider casing the beast in cardboard.
