Communities inevitably create a culture by the nature of being a social entity. For someone to be able to come and go whenever and still fit in would require that no culture exist. For there to be no culture, the community cannot exist.

Just ignore that I said 'culture' as I don't quite understand what it means (and possibly didn't then either).
Who knows of any discussion forums (anonymous or not) that don't have unique jargon, the community is okay with new people, no biased moderation (e.g. rule 2 on 4-ch.net/politics/, moderation of 8ch.net/pol/ (archive)) and an emphasis on serious discussion.
A compromise on the above is fine.

idk, i guess about the closest thing you'll get to that is probably reddit. the "serious subs" moderate out the shit posting and you can have conversation there. the community is large enough that you wouldn't really know a new person unless you checked, no one cares anyway. there's also not much unique jargon, just the usual generic net-speak you hear anywhere else. and you'll really never run afoul of the mods unless you're shitposting or calling attention to yourself and trolling.
but any anon boards i've used have all had the worst of all of those things. it sounds like what you're looking for is a nice huge mainstream site with lots of top-down control by sub admins and mods. and that's reddit. specifically it sounds like you don't appreciate sites with low moderation where "ignoring things you don't like" is the front line defense against shitposters.
