I was always intrigued by Orson Welles's manner of speaking. It had a sophisticated sound to it, almost as if a family of speakers of the Queen's English had moved to the US and the next generations altered some from that but retained a careful tone. I had wondered if it was a common way of speaking that simply was evolved away from, but apparently it was a fake put-on taught at boarding schools and to actors and announcers.

The BBC used a standardised accent. It sounds like the idea was exported to the US. I don't know why but I can see how it might sound sensible.
