Hmm. I find it untrue. I am not from the US, but I have lived there long. To me, they are just saying it to sound polite or to get rid of you. Sometimes when they say it, I reply (for fun), "Great! How about Tuesday night? I'll meet you at seven!" and then watch their crestfallen faces as they realize I am not playing the fake game.
