Idk, when I transfer gifs from my phone directly to my computer, it doesn't show the animations anymore. If I transfer them to onedrive from my phone, and access them that way, the problem is solved. I have no idea why.

No, it doesn't. They removed it starting either in Vista or 7. They even retroactively removed it from Windows Virtual PC versions of XP.
You can get it back by searching for "XP Photo and fax viewer (For GIFS on Win 7)", but an error on the part of whoever made it will cause all gif images to be described by Windows as tif images. You'll also have to disable UAC or else it'll nag you ever-fucking-time you want to open a gif.
