China's Cultural Revolution is another good example of a temporary psychological panic. It was just a minor upheaval, and Mao brillitly steered his people through it to come out as a better, more enlightened nation.
While ignorant, culturally blind westerners might blindly throw around terms like "genocide" or "frenzy", those is really over-stating the problem. Sure, many millions of people died, but that was just a minor consequence of the temporary psychological panic. The Chinese are hard workers, so it was fine.
