A tribe provides for the tribe. 10% of that tribe may very well be problem spawning assholes but damn it, what kind of a tribe can't even provide its members with housing? I just can't see it as acceptable in any way whatsoever that a basic thing as housing is neglected, much to the suffering of those useless tribe members and everyone around them. I don't see the homeless as useless and therefor deserving of their situation, i am just trying to reason with the people who do.
Why can't they see that homelessness is a symbol of failure by the tribe rather then the individual? What sort of a mad world do they live in where its everyman for himself?

Well the way I understand it, people can see themselves as belonging to a tribe, describing it as ethnicity or a "people" or perhaps even a race. The modern nation state, however, is more likely to have people that see themselves as legal holders of citizenship regardless of any idea of ethnicity. Some countries are largely populated by a single tribe, others are not. Some have the trouble of tribes that do not get along so well, despite shared citizenship. Shared citizenship does not automatically bring feelings of kinship and brotherhood to all other citizens, unfortunately. In the interest of peace, that would be a desirable attitude to foster within a state, and for that matter, among states.

Housing as simple as this makes for less homeless as problem.Homeless just need to learn to gather twigs and make a worthwhile shelter.

It is a complex problem when it comes to uniting people under the same tribe. I think though that if it is to have a chance, people must first see each other as fellow tribesmen before a government can have any ability of acting like it is so.
People say that its hopeless and because of capitalism and the failure of socialism etc.. that there is nothing to be done. I think that's bullshit, if we want to solve a problem we must first see the problem and the current problem is that the state and market isn't working in our favor anymore. Refugees are flooding Europe and there is a sense of denial about it all, the denial is the denial
of the unthinkable, that the state and market are useless in this situation.
