Every competent digital music player ever has a repeat button. Also I am aware of those sites, it's just inconvenient.

Why would you need to toggle that?
If you want it auto-repeating type repeater in the URL
if you dont then Press F5
or
write a macro that presses F5 for you after four minutes twenty seconds?

Odd how it looks like Youtube cannot make up their mind. On attempt to repeat the taken down image came up - then I got it to repeat but instead of F5 used backspace which pulled up the cache - then the video came back with and finished and then moved on to the next Youtube.
Youtube much like its parents Google attempt to keep stuff/features on page to a minimum - you can always add stuff on URL to get loops etc.

Because that's bad UXP - all those options require additional effort on the part of the user. Clicking one toggle button is minimal effort.
