#1 they are both very attractive people.
#2 Gaius Baltar is fucking hilarious. like seriously, the actor is a funny dude. He wasn't originally meant to have so many peculiar quirks but he really took the role somewhere unexpected and it plays out brilliantly.
#3 Caprica 6 is smoking hot

really though Gaius Baltar is so interesting because he has way more to lose than anyone else. Sure, everyone can lose their lives and everyone has lost so much already, but Baltar if exposed would be shunned and full on rejected from and by every single remaining human being. And that plays out as a sort of tenuous grasp on his link to humanity and gets pretty dramatic later in the series. his story is also a great falling from grace tale. Baltar just has a lot going on and is probably the best fleshed out character. For all the superficial changes the other characters go through (Lee Adama and all his stupid story arcs like becoming president that showed his character change but not really change as in, like, actual character growth) Gaius Baltar is really the only one who grows as a person and transforms himself by the end of the series. He and Caprica were the real protagonists, imo, everyone else was just supporting character necessary to tell the story of those two.

that's what i mean, they really are. start to finish. in fact the opening scene is of Caprica going to meet with him, and then the very last scene is of the two of them together.

really though i think they intended on it being an ensemble kinda of thing and not necessarily 2 main characters or "stars." everyone gets a lot of screen time, and some actors might even have more screen time than others. It felt like they tried making Lee Adama like the main "focal character" for the series and that didn't work so well, so by season 3+ it really felt like Baltar was the focal character because he was playing both sides and had so much additional information no one else had. When everyone was trying to figure out what the fuck just happened gaius baltar already knew. Any time the audience needed "recentering" you could always visit Baltar and have everything neatly focused.
