Joe and Sue are married. For 10 years now, every single day, Sue has done nothing but yell at Joe for nothing, criticize him unfairly, call him horrible names, nagged him, etc. He is a very good man and husband. He works more than full-time to support her, and she does not work. He even cooks and cleans. Sue literally sits on her ass all day. From the second they wake up to the second they fall asleep, every day, Sue gives him no rest with her verbal, emotional, and psychological torment. But it is worse.
She also hits Joe when she gets mad, which is several times a day.She punches him, kicks him, injures him. He has had to go to the hospital several times already. She also gets mad and destroys his possessions. She throws his laptop on the floor, breaks windows, etc.

Others might consider it to be an art style as well as certain narrative tropes. All of those things can overlap, hence the confusion. Just to further confuse things, the Japanese themselves define "anime" as any kind of animation. So to them, Disney cartoons would be anime.
With RWBY, I think you're safe calling it an anime in the sense of its art style. Narratively, I'm not sure you could say the same. I've seen it said that it has both traditionally western and Japanese narrative elements to it.
So, in conclusion, I partially withdraw my earlier objection of it not being an anime. It is- but only in a sense.
