Because you could put things in games that are normally not allowed. You would also increase the amount of teens who could buy it without parental supervision.

I don't see what developers would really gain from that, other than pissing off parents and probably getting into trouble with the law and the media.
Developers can already make games that push the envelope anyway. Hatred is just a recent example. It's not that they can't do controversial stuff, it just has to behind an 18+ rating.

But okay, we'll try something a bit more disk-bound. In The Darkness, you can tear out a person's heart and an evil snake monster eats it. In GTA V, you can see two old nudist men trying to rape a woman (though they don't actually do it). I think- IMO- games can already take things quite far if they want to. No need to sneak things in and risk getting into trouble.
