If they were available from your local Petco or fishmonger, you would find that they are, in fact, classified as a fish. Remember, the Japanese, in their fine culinary tradition, were harvesting such fish from their seas many centuries before your ancesters had even seen or heard of them. If the wise Japanese consider the brine shrimp to be best classified as fish, whom are you or I to challenge their judgement? Please try to expand your mind and open up your worldview.
