Uh no. He killed someone and was charged with murder, now being sued for wrongful death; it's a reasonable opinion that he is in fact a murderer. oh, actually it's because guns don't work like they do on TV or movies. it's like how cars always explode on film but never really do in reality. being shot isn't always even remotely disabling, and it's not unusual to have to fire many rounds to actually put someone down. It also depends on the gun being used. i'd guess a 9mm or a .40 was used (since most service pistols are 9mm or .40s. the 9mm is notorious for being ineffective and requiring a lot of rounds to do a job. a .40 has a little more stopping power, but still you're talking 2-3 rounds at least to wound them enough to make them drop (or be dead.) most cops aren't packing big 'ole .45's and shit because once you get beyond a certain point the round is considered "too much" for law enforcement. sure they can use them (i believe) but most don't, because if you're shooting them with a 9mm you can always say, "i didn't want to kill him, but i had to use my weapon on him," and a .45 kinda says, "i woke up this morning and grabbed a gun that is guaranteed to be lethal if i have to use it." so the preference for a lower powered weapon is actually kinda standard in law enforcement, not exactly sure why, i was just guessing.
but yeah, like 10 shots with a 9mm, he probably was sinking them into his body until he was running low and knew he needed a headshot before he ran out of bullets. you only get like 10 rounds, actually, in most 9mm's. i know of a 9mm that carries 15 i think in a wide body grip (and has an unusual magazine to accommodate them without being extended clip guns) but those are mechanically more complex and more rare than a standard glock. he very likely carried a chambered round for the +1 to ammo, so to me it looks like he tried shooting the guy in a less harmful way until he was almost out of bullets and headshot him (leaving himself with 1 round for a second try in the even he missed.)
