Sure there is. The Empire's whole current situation is because of the Oblivion Crisis, which weakened them enough for the Thalmor to rise up. Skyrim, in a way, is showing the long-term consequences of the Oblivion Crisis.

There's arguably also the Blades, since you better understand how far they've fallen if you played Oblivion.

Fallout 3, if you liked skyrim. Oblivion and morrowind are other great Elder Scroll games, and you can get good textures from mods. They're redoing morrowind in the skyrim engine, oblivion too, but no idea on eta. Must own PC versions of both to DL, supposedly. They're modders

I think all of the Emperors were Dragonborn? It was in their bloodline (until Martin, obviously).

I guess not all of them learned to Shout.
