It's a tablet and it is $100-$130 and it's probably not as well built as an iPad, but yes!

Yeah, if you buy a stand for it it's practically the same.

Used Thinkpad T61 will do the job for under $100.
For $200ish you can get the Thinkpad T420, that'll set you up for the next few years, since performance isn't increasing much these days, just power efficiency. So the i5 2520 in the T420 should last...

I'm going through eBay and there are plenty of T410 for less than $99... and that would be more than enough for everything you mentioned.

Corpos buy truckload of them, and when the next series comes out, they buy truckloads of the new series and dump the old ones.
Most of them are either such a case (bank, government office, huge corpo dumped their whole inventory) or they are returned laptops that were leased by small to medium business.
I personally own a Thinkpad T420, I put an SSD into it and 16GB RAM (need it occasionally for work when testing stuff on multiple VMs). It's enterprise grade hardware, I stepped on mine accidentally (I put it down next to my bed, and forgot about it when I woke up) and it didn't even make a sound. So yeah, if you can't afford a T420, go for the T410, will be more than enough, and they come with a Win7 license key.
If you want 15" screen instead 14", search for T510... cheers!

No idea how much they are, mine came with a 9 cell battery that lasts me 5-6 hours of workload (Visual Studio + Emulators). So I never looked at replacement batteries.
As for the webcam, no idea, T420 has one but I put tape over it.
