It's not. The police go around troubled estates and do a "sweep" which means looking in bushes and in bins then taking anything that "might" be used as a weapon somehow and bragging about it on twitter. Once in a blue moon they'll find an actual knife or a knuckle duster, once upon a time they found an old WW1 service revolver so rusted over it was unsuable (no ammo found) and saved many lifes.

While they do take them off gangs they do also go into a area, typically a housing estate and search the area for stashed weapons i.e bushes, gardens and bins. There was a tv doc which still runs on BBC's iplayer called The Met where they are filmed doing just that.

Actually, yes. A lot of people I know have a knife on them on a regular basis. Granted, they generally use it as a tool or to open packaging or for some other mundane task. Most people in Florida are probably in favor of open carrying machine guns.
