A good analogy (and I'm sure someone's going to give me hell for this) is between blackface performers and and transracial people. Shirley Q Liquor (google him) might well make Rachel Dolezal uncomfortable because Shirley Q Liquor is pretending to be a black woman as a joke whereas Dolezal is doing it for real, if that makes any sense. So there's a risk people might conflate Shirley's joke effort with Rachel's sincere efforts.
I'm guessing its because drag queens are dressing up like women as a joke/performance art whereas transwomen are doing it as part of their effort to become women. And yeah, I know its just creepy pervs who put on a dress so they can watch women in the bathroom and endanger them, etc, etc, etc but that is, I think where they're coming from.
