Legalizing is exactly what is sounds like.
Decriminalizing is lowering, or eliminating penalties for possessing/owning the drug for personal use. Essentially you don't get in trouble if you are caught with it.

My point here is that medical use isn't real legalization. It is still tightly controlled, and restricted to only some of the population. No country has fully legalized marijuana.

Okay, it looks like the FDA is allowing MDMA in clinical trials, and it will be medically approved in a few years. (Just did research). Still it wouldn't be accurate to say drugs like meth, and morphine are legal, ditto for weed. > I'm not saying marijuana is fully legalized. Technically it's still federally illegal (in the US), and only legalized by the state to a limited degree for those with recomendation (prescribing it is illega, so they have to "recommend" it).

Well, to be even more technical the constitution doesn't allow congress that authority in the first place. That's why they started out trying to outlaw it through stamp tax laws, until they just decided to ignore it entirely.
I'm not so sure mdma will be legalized for medical purposes anytime soon. psychedlics have an even longer history of medical use and many more clinical studies... imposible to say though

Exactly. Why did they have to pass an amendment to ban alcohol? Because the authority isn't there. People seem to have forgotten that the second time around, and the government just justified it by using the commerce clause.

Many illicit drugs are legal by prescription. Methamphetamine (Desoxyn), morphine (MS Contin), amphetamines (Adderall, Vyvanse, Dexedrine), and any opiate you can think of, including heroin (Diamorphine) in Britain.
