Buy some of Canada's groundwater and just spray it around the entire state.
It's only like $2.45 per hundred million litres because Canada is retarded.

start ice mining operations and build water pipelines from greenland to california. if we're going to do global warming right we'll want to go ahead and mine that fresh water ourselves before it all melts off.

California is seriously considering building several desalination plants to just start using all the ocean water they have access to.

interestingly enough it's because some scientists have improved a model of the suns solar cycle and it looks like we'll be entering another Maunder minimum around that time. low solar activity period. that's somewhat associated with the little ice age that occured, but so is volcanic activity. but we're pumping the atmosphere with greenhouse gasses like a volcano (as well as carbon ash in some places) and so there are questions about what we'll go through in 15 years or so. but there's not a consensus it's happening as a little ice age. just speculation. but it's also like pretty damned well informed and reputable speculation coming from some climate researchers. grain of salt though.

Some scientists published a study using newly available instruments to measure something in the sun. I'm sure we'll find it was incorrect analysis based off incomplete information.

1) Encourage all Mexico to immigrate
2) When they are distracted, steal all water from Mexico
3) Expel all Mexicans from California
4) Distribute the Mexican water and laugh all the way to the well-stocked water bank

it's viewed as maybe more correct than the older incomplete model. the new model explains problems with the old model. predicting a maunder minimum would be the evidence needed to support it.
