Cost: ~$50/year for the server and the domain, not entirely sure of the domain costs since i prepaid this for several years some time ago
Time: Very hard to calculate. Most of it goes into tweaking/enhancing the software. Getting it actually up and running initially is trivial if the software has been written (30 mins at most) and then every week or so a few minutes of apt-get upgrade to keep the server up to date.
