"Julie" was one of many trolls that pretended to be an attractive woman who was interested Chris. The troll, in this case, was actually a 13 year-old boy. Sometimes he cybered with Chris.
The "JUUUUULLLAAAAY" thing comes from a leaked sex tape of Chris fucking a sex doll, pretending it was "Julie". While he was fucking it, he yelled "her" name out. It became one of the favourite memes of people who troll Chris.
