no it fucking doesn't, the scarcity of ipv4 addresses means that overlaps between users are far more common (ISPs are already greedily recycling ipv4 addresses, if ipv6 doesnt catch on soon we'll be seeing isp-grade nat) so banning ip addresses becomes less effective
