No, paint qualifies as major restoration.

If the owner repainted it, he has probably went to electric ignition, which would require a 12v Conversion from the standard at the time 6v.
It also looks like it has a Knuclehead motor, but that would fit the timeline but it wouldn't be a GI bike, they all had flatheads like the Ford GP.
