The conservative view of bullying is far too limited.

You can't just go "golly gosh, people need to toughen up". Some people simply aren't inclined to cope with or really resist bullying behaviours. Some humans just aren't really built for it. Furthermore, it implicitly absolves the bully of any guilt and shifts the blame elsewhere, which sends the message that it's okay to be hostile.

My point is that bullying is a result of bad parenting, and most "bullying" takes place in the digital sphere which parents are supposed to be monitoring. The kid didn't buy that iphone by themselves. They didn't buy the computer they use for facebook. If your child is being targeted by peers online, you can do something about it.

Parents are the root of the problem, and it's time for them to own up to it. It's a parent's duty to teach their child how to behave appropriately, and it is also their duty to equip their child to deal with conflict.

Oh, I was thinking more IRL bullying. I agree that parents should be monitoring their kid's internet usage. That should just be a given.

Still, I don't agree that no blame lies with the bullies, even when it's online. Bullying is a bad mentality which should be challenged.

I feel it's counter-productive to blame a kid for acting out because their parents don't give them the attention they need or otherwise set a poor example for them at home. Bad behavior is learned by example or through positive reinforcement (giving in to a child's demands in order to stop the behavior).

Bullies aren't always poorly-treated kids, though. A desire to conform, peer-pressure or a simple lack of awareness could all make somebody into a bully.

Also, I actually agree that simply blaming or telling off the bully won't cut it. That will, at worst, just lead to a self-fulfilling prophecy where the kid comes to view bullying as their nature. No, more complex and indeed positive interventions are needed. Nonetheless, this shouldn't take from the fact that bullying is a bad thing to do.

Of course, bullying is absolutely a bad thing to do. But to simply say we need to stamp out bullying by not tolerating it doesn't solve the problem, it just gives people a feel-good movement to rally around. The bullying behavior needs to be addressed by an adult so the bully can understand why they do it and how to find more appropriate and constructive ways to interact with others.
