How exactly would you be "off the grid" if you were running your own ISP?
I suppose you could remain pretty anonymous if you only used proxies or VPNs or TOR over open WiFi / stolen WiFi / some Internet connection not at all connected to you.

By "becoming" your own ISP, you would either go the simple method of making a LAN and limiting yourself to content created by users of that LAN, or you would go the complicated method of investing billions of dollars to buy into the international trunk line and effectively lose all anonymity by leaving a money trail.
