Reason is so simple. Web is full of shit about Eu this n dat as making for troubles. And is many ways such is true EXCEPT
Greece runs on a Ponzi scheme. Each tax payer in fact does not pay Tax's. They expect someone else to pay their way.
Eu continues to bail Greece out and one day they will wake up and pull the plug. Until then lots of noise will be made while Greeks continue to fail to pay tax's.

Just one look at the Bible on subject of tax collectors will keep you busy for hours. People just do not like paying taxes. Greece is just way more better at tax evasion then anyone else in Eu.
