Its very complicated. Its some kind of a power struggle between the parliament and the parliament of reykjavik. All the citizens (in the capital) near that airport are sick of the noises, but the truth is that if you forbid all air traffic to that airport or just remove it all together then sick people will be threatened because the hi-tech hospital is in the capital and that airport is the only airport which is reasonably close to the capital, where the high-tech hospital is.
That news article is bizarre as fuck, the thing about the news here is that whoever writes them expects you to be fully aware of all of the other articles that came before them. The article briefly mentions that other airports were included in the newley formed policy, but it is uknown which policy the government will adopt.
This is what i read everyday, shitty news that don't really tell you anything at all.

Eventually they blamed the manager of the bank which is in charge of printing money. Guess what job that very same manager has now? He is the damn manager of a popular and well known right-wing newspaper.
What is his formal education? He is only educated as a veterinarian.
