Neither. He was a consummate actor. He had all the right rhetoric but government in all forms grew steadily through his presidency. Worse still, he racked up massive deficits doing it.
One thing I like about Reagan, though, is he didn't pull the "aw shucks I'm just a regular schmuck like you" faux-populist crap that seemingly every president has pulled since.
