Was watching this mini documentary on the smartest man in the world who had about 200 IQ. Goes by the name of Christopher Langan. He said personally, if he were put in control of world affairs, then he would implant something in children so that they cannot have children before asking the government permission. Said it was to save the planet.
What is even crazier is that is that he believes in heaven, thinks democracy will be our downfall, tried finding absolute truth which he claims to have been successful at. Says his theory of the cognitive universe (or something like that) proves his morality through pure logic and not subjectivity.

His point was that IQ is culturally mediated.
AAHHAHAHAHHAHA, no. Actually, those of higher general ability tend to be of a more conservatively convicted position. The cause? A culturally-independent capacity to patternize. Such as is what a good IQ test should measure.

Essentially he's an autist who thinks he could more effectively run the government by himself as a benevolent dictator than this democracy where "little people" elect charismatic figures to government positions.

Most IQ tests do not go that high. JUst providing the IQ digit of 200 is meaningless. It's just a number without the scale. Which test did he take? There are many, and all of their "IQ" values differ.
Anyway, he's probably right. Humans generally can't be trusted not to reproduce, and when they do they are kind of awful at not producing offspring. Overpopulation is, and will keep becoming more of, a problem. This is one way to solve this problem, though it is not very kind of socially acceptable. Which brings us back to the problem of defining intelligence through tests on paper. They do not account for any real life skills, just how well you can logic and math.

Logic and math are g-factor mediated. There's no denying these facts. The more adapted you are to a demanding climatic cline, the higher the volume of neo-coritcal matter, and thus, the more raw processing power you have to make connections. Logic and math are merely extensions of this Eurasian-evolved ability to formulate these connections.
There are exceptions to this rule. Specific learning disorders might register as decreases in a certain sub-set of a whole-scale IQ test. However, those individuals' true potential would still reveal itself in a culture-fair test of raw patternizing ability like Raven's progressive matrices: the most g-loaded measure devised in existence.
