I got banned for being sim too, even though I was living in another country at the time. I never got banned for being r04r :(

Those are dynamic ip addresses, and I've noticed the same on minichan. It's been happening more often lately for whatever reason, but users will sometimes share ip addresses from the dynamic pool. I recommend not permanently banning dynamic consumer ip addresses in general. It is trivially easy to get a new one, and after that there's an unused banned address floating around that someone else may get assigned.
