If "hard power off" means unplugging it then plugging it back in and turning it on then yes.

Your computer has a push button on off switch. You have to push in and Hold it for many seconds. Pulling the plug of course accomplishes the same trick. Win 8.1 might require up to 3 attempts to recover from wot we used to call the blue screen of death. It will even keep track of attempts to recover and at some point the machine will go into a recovery mode that can take 10 15 minutes and does give a screen message waring not to turn off the machine again.
