It's a blurry line. It's like asking "what constitutes a hate crime?" I would say no, because I don't think rapists do what they do out of passion. I think they do it out of sexual frustration and aggression. I would be interested in hearing cases of rapists claiming to be in love with their victim. That would definitely sway my opinion.
