Worked and lived in Russia. Its rare to see a passed out drunk on the street. Downtown in most cities of USA its common to see some homeless person drunk and passed out on a bus bench or such.
I don't think many USA cities allow open bottles of booze in public places. In Russia its common on a Sunday for people in parks to have open bottles of Vodka and baked treats to share. Never viewed a single person who was drinking to excess.
Also on occasions I was invited to share nor allowed to go near by and buy a bottle to bring back to share.
Top 10 list does show Russians as 4th largest consumers of alcohol.
