SO I payed about $100 USD for a magnifyng lamp, but odd thing was that shipping said it was "Free"
Thing is, now the mother fucker says I have to pay for a $99 shipping cost because the item is overweighted.

I want to make a refund or chargeback my $99, How do I do it?

Refuse to pay. He has added costs after sale. Also, get him to provide proof, then tell him to politely go fuck himself.
