I wouldn't define the federal government as "most" of the public sector. Most services are provided at the state and local level. Your police stations, water companies, etc, are going to continue the operate just fine. Nobody is going to miss the CIA, FBI, IRS, etc, for one month, and it's not like in one month our highways are going to fall apart and our parks are going to burn to the ground. If it was shut down for much longer, this would lead to problems but state governments would pick up some of the slack.
I could be wrong, but this is still a good experiment to find out just how much we rely on the federal government. If things start to fall to complete shit, it will make people realize exactly what services we depend on, and which services are complete bullshit. If not much goes awry, it will make people realize just how much we can afford to cut.

But as you said, the government won't be gone long enough for anybody to notice anything, so people will end up with the false assumption that certain government functions aren't necessary.

Good, because most aren't. What's bullshit is that things like parks, museums, and other services that people will actually miss account for less than 1% of the budget, but they're going to dangle those services above peoples heads to convince people that the trillions of dollars they spend shouldn't be cut.
