It's just that the people who carved that would have done about the same. Seriously, ISIS, if you're going to storm through the mid-east championing the "one god" you could at least preserve the memory of others who have done this in the name of Assur or Marduk before you. It's not like you're doing anything new by killing, raping, and torturing your way across the land in the name of the "one true god" - the Neo-Assyrians have you beat by a few thousand years.
EDIT: Oh, and that would be the Neo-Assyrians who did actually stick a chain through an opposing king's jaw and force him to live in a dog kennel... When they weren't having you flayed alive and your skin stuffed with straw and burned while you watched dying, they were otherwise pretty nice.
