Actually, since CDL is an abbreviation and thus there are letters missing, an apostrophe may indeed be used to acknowledge this before the plural 's'.

The ONLY rule about the apostrophe is that it replaces missing letters. The reason it's used on possessives in English is because once upon a time they had a different form: In Middle English, genitive endings were -es. The 'e' was eventually dropped and subbed with an apostrophe by scribes, as was the convention with writing French.

You only ever make abbreviations or initialisms plural when they use periods/full stops. So A.T.M.'s would be acceptable, ATM's would not. It's CDLs, not CDL's. Thanks.

I consider my sources (Oxford) somewhat more reliable than Wikipedia. The section you cited is true, but it has nothing to do with this particular argument. Apostrophes on abbreviations (and plural numbers for that matter, e.g. 8's) while not necessary are still not wrong.

Not online, but Oxford A-Z of Grammar and Punctuation is one. The more modern sources do strongly recommend not using apostrophes on plural abbreviations, but they still don't say it's incorrect.
