Noone automatically knows. They may know how to calculate or derive the answer (which takes about 15 seconds on wolframalpha alone) but they won't "automatically" know.

It should take less than half a second. That says nothing though, nor is it coupled to reality since you just asked how long I think it should take. But ok, I shall be a little more helpful: The average does not mean much since it's bumped up by outliers. Phones are also a big deal, and they do not reach average broadband connections usually. You probably want to ensure a comfortable browsing experience for ~100-200 kilobyte/sec downstream (500kB / 200kB/s = 2.5 seconds). But to answer your question:
Assuming your server can upload (at the very least) 11.4 megabits/second (Read: 1.425 megabyte/sec, though practically more like 1.1 megabyte/sec): About 350 milliseconds. Multiple concurrent users may move the bottleneck to your server's connection instead of their own.
Addendum: In general you shouldn't embed 500kilobyte images in the html using img tags, since it's a waste of bandwidth and you'll generally be wanting to display a smaller version anyway. Instead link to the full version, and embed only a thumbnail (reduced in size and/or quality).
