Doctor Who before 1975 never had any black actors. In the new series it's usually a black man and white girl couple with The Doctor. The current companion, Clara Oswald, well she teaches at a school in London where it's all black kids and maybe 1-2 white. Then again this is accurate for London schools of today.
The Master incarnated as a woman.
