Yes and no. It is somewhat feature-complete, with only some enhancements or big overhauls left. There are various known bugs, and I'm sure many more that have not yet been logged. It works, but is completely oriented towards running minichan.org. Whether this works out for you, I do not know.

One thing I might suggest is to make citations include the name or letter of the poster being cited. That's one feature dalloway added that I keep finding myself wishing mc had.
