2, 3 years ago, it was nowhere near this bad. About 5 years ago i would say that things were great and there were no major/consistent problems. For the last year it has been getting steadily worse.
I remember when moot decided to standardize ban messages to "improve clarity" or something like that. Most people took it as a sign that moot had finally decided to stop mods from rage banning people who broke no actual rules, with ban messages like "fuck you", "get the fuck out", etc. Things were OK for a while with the new system until the mods realised that they could simply still delete threads they didnt like and issue random short term bans with completely irrelevant ban messages. Since they were short bans, they couldn't be appealed and nobody was going to check to make sure the bans were justified.
Fast forward to today and threads are getting deleted and people banned for attempting to discuss an anime character/series that a mod doesn't like on /a/. Ban mesage? "Off topic". Apparently discussing anime characters/series on /a/ is considered off topic now. Hardly a rare occurence either, and just looking at the bans page (which may or may not be a true random representative of bans, since it's entirely possible that the mods have the option of hiding a ban from the ban page to make themselves look good), it's easy to spot bans that make no sense. Pic related. Also someone keeps randomly deleting fantasy discussion threads from /tg/ for some reason, and there is no way to find out what is going on there.
(If anyone really wants to nitpick it, technically everything can be argued to belong in /r/ as everything is indirectly a request for something, such as discussion on a particular topic. But let's not get autistic over this.)
For a normal site, you could contact the administrators and ask them what is going on. This doesn't work for 4chan because they have gone out of their way to remove all methods to contact them. All non business email addresses were removed (and before they were removed, moot almost never read any of the emails anyway). The IRC channel is specifically noted as not a place to contact the staff (and attempts to do so usaully result in tons of vulgarities hurled at you or sarcastic responses). Nobody responds to attempts to contact the staff via twitter. Almost nothing except the most mundane of posts submitted through the feedback form are replied to (look at the feedback responses, the only ones that get answered are ones like "how do i report post". no, seriously, go look at it now).
You are not even allowed to discuss or mention anything about 4chan on any 4chan board. /q/ is gone, and while it had marginal usefulness when it was alive (almost none of the threads got a official response and threads were often hijacked by backseat moderators who would make up endless "maybes" as excuses), did at least result in SOME responses from the admins.
Not sure what is going on here, but there is a very obvious downhill slide in moderation and massive increase in random thread deletions and bans (especially bans with clearly irrelevant ban messages, like complaining that an anime thread on /a/ is offtopic) and the deliberate removal of all avenues to contact moot or the administration is very conveniently timed. Does this have anything to do with the rumours i've heard about moot making some SJWs mods relatively recently?

As far as I know, that rumour came from one anonymous poster claiming he was an ex-mod, saying that they and every other established mod had been purged from 4chan's moderation and replaced with a team of "SJW" mods. Not exactly solid evidence, but fear of the SJW boogeyman is rampant on 4chan, so between that and 4chan telling GamerGate to move their discussion elsewhere, a lot of people were willing to believe it. Really, it just sounds like wishful thinking and assumptions, to me.
Think about it, is it more likely that the 4chan moderation staff has suddenly developed an overt political agenda, or that all of 4chan's fear over SJWs is making them assign blame?
This could well just be a tightening of moderation policy to try and cut down shitposting, or a rise in shitposting necessitating increased moderation. There are more down-to-earth explanations.
Edit: having read your post more fully, I will agree that the thing in the OP is odd, as is the /tg/ thing you mentioned.
Edit 2: Just skimmed the ban page myself, and it looks fine to me. All of the stuff that's been deleted has been shite.

Really, all they had to do to avoid this controversy was allow one Gamergate thread on either /vg/ or /pol/ at a time. They didn't, and everyone involved left to 8chan with much less strict rules.

I admit, the create your own board gimmick is a very cool idea, but culture of the site repulses me so much.
As for GamerGate, it was probably too big for just one thread, and it's doubtless spill out into ither threads. But blw they have their own places to talk amongst themselves, and they're off 4chan. So it all worked out.

Did you not hear? They were posting some really sketchy stuff just recently. From what I've read, there was tons of borderline CP. That's not really okay. The average person doesn't want to see boards full of half-naked children when they visit a site. And the guy running the place defended it as free speech, so apparently he's not willing to crack down on rampant pedophilia as long as they keep it borderline.
