gifv is the concept, a "gif video" with no audio. This is served as an html5 video, currently using the webm format with sound enforced to not be included. So it's essentially a nice web page that using its extension communicates to the user that they will be seeing something similar to a gif, an animation with no sound. It then displays the webm video if the user's browser supports it, or falls back to another format/plain old gif if it doesn't.

So the format is essentially the same thing 4chan implemented, except 4chan just calls it a webm with restrictions, because 'gifv' doesn't actually exist outside of imgur.

Yes, gfycat.com, mediacru.sh do the same. I think gfycat started the trend of gif -> webm with no audio, then mediacru.sh for open source alternative, then 4chan, then imgur.
