Does it happen when your phone is on WiFi? Android has some issues accessing https over mobile networks.

Same here, and for other https connections too. I am also interested in why this happens.
Last time I looked I came to the conclusion that something was being cached and I read that restarting the phone was one way to clear that cache. Sure enough, that fixed it, at least until the next time it happened.
I also had a theory that this happened when the connection changes, like from Wi-fi to 3G or something, but this is just a wild guess.
(Android, default browser).

From a local company, who has an accurate data base on this. (can only give you approx numbers)
Approx 83 Million Smartphones in USA are Android.
They represent the MAJORITY of Smartphones ( I wood not be allowed to approx this number )
Samsung in round numbers = Smartphones - 42 Million of them.
A common feedback complaint to Apple Samsung - LG - (cannot list other manufs) https: connect issues rank high on list of customer complaints. One brand very high ( cannot say who/whom )
IE browser for mobile (small percent of market still) has been plagued with https connect issues
There is one browser listed that so far connects without glitch to https but internal website tells me no public comment can be made because it wood be an endorsement which is prohibited.
And b4 anyone asks Y? Cause it may be true 2day but the next iteration and it may end up as the worst.

interesting, i have the same problem on my android with the default browser. I actually have to reboot my phone and then it works fine.
also the site often times turns to HTML only on my phone and i have to do the same thing. just closing the browser tab doesn't work. completely killing the browser doesn't work. just a hard reset.

They both have a valid SNI certificate, issued through cloudflare. However various people seem to have issues with these certificates, so I shall disable forced https again for now. It wasn't very effective anyway without htst headers.

This means your issue will likely be resolved as secure connections are now once more optional. The issue likely had to do with your device having issues with the newer versions of https/ssl (SNI and perhaps some cipher suites) which android <2.3 don't support iirc

Yeah, cloudflare actually issues domains primarily pointed towards sni###.cloudflare.com with a bunch of wildcard domains names listed in the SNI. The certificate I'm beind served right now has:
