They can express racism towards anyone who isn't a Nord. For example, an Imperial blacksmith in Whiterun, should the Stormcloaks take over, notes that they are reluctant to buy from her just because she is an Imperial. And then there's the whole situation in Windhelm, with the Dark Elves.
I know, I know, the Stormcloaks will accept a Dragonborn of any race into their ranks, but that's just acceptance because the Dragonborn is willing to help them. It seems that any non-Nords who aren't active Stormcloak supporters can get treated with suspicion.

Ah- you weren't paying attention. That business is actually owned by her Nord husband. No, they are purely put off by her being an Imperial. Since they're racists.
Next up, the Imperials aren't trying to take away anyone's culture. Nordic culture is left alone. They're just defending themselves from Ulfric. And everybody is racist? No. You don't hear about any racist incidents if the Imperials occupy a town.
Lastly, you do know, Ulfric winning just helps the nazi Thalmors. They want a divided Tamriel that's fighting amongst itself, and Ulfric winning gives them that. An Imperial victory means a more United Tamriel, however.

Also, that blacksmith lives and works in Whiterun. She is an established resident of the city. There's no real reason to be racist to her, she isn't an outsider.
