This is how it is intended to be. In general users are not meant to contact a single specific mod. They are able to if that mod has messaged them in the past and did not set the message to expire, by replying to this message.
However mod PMs are intended to be abound site function and moderation. If you have something to say you can say it to all mods.

er no thank you. A mod from here and two from TC communicate with me on a chan with peer to peer PM. That is not exactly accurate. Peer to Peer was used by a Mod here, to exchange Email addy with me via the PM and then we moved to email only. I also understand why Admins do not like the idea of Peer to Peer PM. Can be a back channel for illegal content. Its also common for many on TC to use the Chan with PM Peer2Peer to exchange information in private.
I was ready to buy that Chan when rumor had it that it was going away. Then remembered, I use forums which offer that same service, but inform users Admins can look in on content. Works for me.

I used to get a slew of PM's from becky. and they were all friendly - that is until the day I kidded her in open about them and that was just about the end of PM's from her. I did not share any content but just the kidding seems to have made her a weee pissed off.

User2User PM is not a thing because harassment and anonymity concerns. It's possible to implement, and if someone wants to do that and submit a pull request on github then I'll happily review that code and hopefully accept it, but I don't think it's valuable enough for me to implement currently. There'd need to be ways to prevent people from spamming other users with PMs and shit like that, it just seems like a headache to get working correctly in the context of minichan.
As for what I meant with what you cited: Users are not to initiate private messages with a singular mod. If they have anything to send to the mods then they should not be cherry-picking which mod to send it to. The mods are allowed to initiate conversions as such, but that's not what the mod PM feature is made to facilitate.

I heard that people on Ghoul used user2user PMs to trade CP. They probably do it on Scatchan too, the weirdos.
