When did it change? Is it possible Chrome had the old .css cached and that's why I'm only seeing it now?

The change has only made it into minichan.org a day ago (Dec 21, 2014, 5:18 AM GMT+1), and a cachebuster had been added (see https://github.com/r04r/Minichan/commits/minichan)

Yeah there were a few other subtle changes that were side-effects of the work that has been done, a few themes have some subtly different padding too. In general I think it's worth it, and for the most case the look is more uniform now. More importantly is the main reason for the change, not the side-effects, which is that now most of the layout & the customizations have been seperated into two stylesheets. So now we have layout.css and the various themed stylesheets, and the themed ones have become a lot shorter and easier to edit. On the other hand when a structural change needs to be made it only needs to be edited in layout.css, instead of a dozen css files.
