I think... before anybody is allowed to create a child of themselves...
They should have to create, with their partner (or get the genetic donors involved, whatevrrr) ... a functional bot. It should be able to respond when spoken to at the very least... and it should make a modicum of sense when loosed upon an unsuspecting public... no garbage dumps, if the bot will output it, please have it make sense... logical sense, not required... just... in general... make sense please.
