I notice that many new sites have relatively unobtrusive popup boxes to sign up for a newsletter, etc. You can click the X and get rid of them easily. Do you think this is good web design, or that it still annoys people as much as always? I am considering one on my site, but I do not want to annoy potential users.

Popups are shitty, annoying, trashy web design. Just put a little "sign up for our newsletter!" link in a corner or on the top or something.
