Couple of things to do.
1: Look for part number on the USB cable and verify its fully rated for the full 2Amps - even at that those cables after a while at the connector ends just do not hold up and fuck with charging which is Step #2

2: Use wot you have and let that battery fully and I mean FULLY discharge!!! Then leave it alone and see in morning if its more better. That Nexus 7 has a history of USB cable issues and the batter needs a deep full discharge to fully charge and if you have not allowed deep discharge in past - not about to give you the bad news other then its a well known issue

If in morning its not any better next step is new USB cable but remember you must bottom out battery if you expect it to fully charge and as it gets older this step is more important

Turn off Wifi, turn off everything, close everything...

Leave it to charge, with the screen off...

Resist the temptation to look every 10 seconds to see if it's charging...

That might help... btw, what version of Android is on there?

My work is done for nite.
That battery has memory. It may think internally its fully charged at 34% (metaphorical think) So agree with your steps BUT not without my request to fully discharge and then charge and as you say.
In my opinion expecting USB cables to handle 2 Amps seems whacked to me and long term the connectors just do not hold up and become lossy as in higher resistance which limit charging.

In any case Nexus 7 ends up selling a lot of replacement batteries as well as the USB cables.

I usually turn it off whenever I charge it. It should be the latest version of Android by the way which should be 4.4 Kitkat.

It used to charge so fast even when turned on. Not sure why it started to charge so slowly.

If it makes you feel any better? It is the #1-2-3 service complaint. Did you buy yours with only Wi-Fi connect or with ability to connect via a carrier? The Nexus you have was put through extensive design proofs for a new lithium/ion polymer battery. In tests it really proved self but in field use its been SHIT long term. Does have a really class act power management system.

For its time its one amazing product for the small amount of cost in my humble opinion.
